As more people rely on text messaging to communicate, text messaging providers and PSAPs need to support the delivery of Text to 9-1-1 under FCC requirements. This session will explore the benefits and risks of each solution (TTY, web-based, and i3/integrated) available on the market, including equipment, TCC connectivity options (HTTPS, circuits, and VPN), implementation, and Text to 9-1-1 testing.

The southern United States and U.S. territories sustained major devastation during the 2017 hurricane season. As with any widespread incident, the public expects 9-1-1 to be up and running through the storm and capable of receiving each and every call placed. When cell towers, VoWiFi, and PSAPs all have increased traffic loads due to natural disasters, how are 9-1-1 calls delivered? This session will explore the effects of thousands of emergency calls on the 9-1-1 infrastructure, and the call routing and delivery options available through the legacy networks and emerging NG9-1-1 ESInets.
